Pilot implementation plan for extending producer responsibility for automobile products


In order to implement the Notice of The General Office of the State Council on Issuing the Implementation Plan of the Extended Producer Responsibility System, further explore the establishment of an easy to promote and replicable implementation model of the extended producer responsibility system of automotive products, and improve the comprehensive utilization level of resources, this plan is formulated。


I. General requirements


(1) Guiding ideology。


Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,We will fully implement the principles of the 19th CPC National Congress and the second, third, fourth, and Fifth plenary Sessions of the 19th CPC Central Committee,We will implement the requirements for ecological progress and green, circular and low-carbon development,Build a recycling system for scrapped vehicles,Improve the comprehensive competitiveness of automobile products and resources and environmental benefits,We will promote the green development of the automobile industry。


(2) Basic ideas。


Production enterprises as the main body, follow the whole life cycle concept。Give full play to the main role of automobile production enterprises in the whole life cycle of automobile products, carry out pilot projects around automobile production enterprises and their automobile products with good working foundation, wide coverage and large demonstration role, and explore the establishment of an extended producer responsibility management system for automobile products。


Focus on recycling and improve the efficiency of resource utilization。Guide automobile production enterprises to build their own or cooperate to build a reverse recycling system for scrapped vehicles in accordance with the law,Strengthen information sharing with scrapped motor vehicle recycling and dismantling enterprises and resource comprehensive utilization enterprises,Expand the use of recycled materials, remanufactured products and used parts,Realize the high-value utilization of scrap car disassembly products,Improve the comprehensive utilization efficiency of automobile resources。


Innovate incentive policies and measures based on market mechanisms。Give full play to the decisive role of the market in resource allocation, support automobile production enterprises and the upstream and downstream of the industrial chain to jointly explore the establishment of a new business operation model, and create a green supply chain for the automobile industry。We will give full play to policy synergy, innovate policy incentive mechanisms, and mobilize the enthusiasm of all parties to fulfill their responsibilities。


Take technological innovation as the driving force and play the role of technical support。Encourage automobile production enterprises and research institutions to cooperate, carry out research and development of green dismantling, high value-added utilization, remanufacturing and other technologies, break through core technologies, and promote the application of information technology such as big data and the Internet of things in the field of scrap vehicle recycling and reuse parts circulation。


(3) Main objectives。


Through the pilot work, a number of benchmarking enterprises for the extension of producer responsibility of automobile products are established, and the implementation model for the extension of producer responsibility of automobile products is formed which is suitable for China's national conditions。到2023年,The standard recycling level of scrapped vehicles has been significantly improved,To form a number of replicable and promotable automobile production enterprises as the main responsibility of the recycling mode of scrapped vehicles;The level of renewable resources utilization of scrapped vehicles has steadily increased,The comprehensive utilization rate of resources reached 75%;A complete automotive green supply chain system has been established,95% of cars can be recycled,The utilization ratio of recycled raw materials for key components is not less than 5%。


2. Pilot content


(1) Establish a recycling system。Explore automobile production enterprises through independent recycling, commissioned recycling or joint recycling modes, and establish a network and management system for the recycling of scrapped vehicles and used parts in accordance with the law。Automobile production enterprises can build their own recycling network, or entrust other relevant enterprises to recycle their scrapped vehicles and used parts, encourage the joint establishment of scrapped vehicles recycling industry organizations with third-party institutions, build and share recycling service networks, and improve the level of standardized recycling。Among them, automobile production enterprises to build a self-recycling network to engage in recycling activities of scrapped motor vehicles, should be qualified according to law, without qualification, shall not engage in recycling activities of scrapped motor vehicles。Automobile production enterprises establish maintenance files of automobile products and key parts, remind users of the automobile scrap recycling process, and encourage vehicle owners to transfer scrap cars and used parts in a standardized manner through incentives such as trade-in, point-for-purchase, and maintenance concessions。Promote the application of information technology and big data technology in the recycling system, establish an information management system, and form a comprehensive management mechanism for extended producer responsibility。


2. Promoting comprehensive utilization of resources。Promote the scale, standardization and high-value utilization of scrap vehicle dismantling products。Encourage automobile production enterprises to cooperate with relevant enterprises and research institutions to carry out research and development and application of key common technologies such as refined dismantling of scrapped vehicles, rapid detection and sorting of used parts, remanufacturing of parts such as "five assemblies" of scrapped vehicles, echelon utilization of power batteries, and high-value-added reuse of vehicle dismantling products,Improve the comprehensive utilization level of scrapped vehicles。Encourage the online trading platform and other ways to expand the supply and demand information of recycled parts and remanufactured parts release channels, publicity and promotion of the use of recycled parts and remanufactured parts;Build a reverse recycling system for used parts and improve the proportion of used parts used in automobile maintenance。Improve the technical specifications for the reuse of used parts, and explore the establishment of supporting standard systems for the dismantling of scrapped vehicles, the reuse of dismantled products and waste disposal。


3. Implementing green supply chain management。Automobile production enterprises should establish green supply chain management system and incorporate green supply chain management concept into enterprise development strategy planning。Carry out green material selection, implement material identification requirements, and use recycled raw materials, safe and environmentally friendly materials on the premise of ensuring vehicle safety and performance requirements, research and development and promotion of recycled raw materials detection and utilization technology to improve the recyclable utilization rate of vehicles。Promote green procurement, establish green parts and green supplier evaluation mechanism。We will strengthen research and development of green products, increase the proportion of low-fuel consumption, low-emission and new-energy vehicles produced, and accelerate the research and application of lightweight technology for complete vehicles and components。Strengthen green production, adopt green packaging, reduce energy consumption in the production process of automotive products, reduce the generation of waste and pollutants, and carry out recycling and harmless treatment of production waste and by-products。


4. Enhancing information disclosure。Automobile production enterprises should strengthen the traceability management of key components, fulfill the main responsibility of power battery recycling and traceability management in accordance with relevant regulations, strengthen the awareness of information disclosure, and establish an information disclosure and sharing mechanism for the implementation of producer responsibility in the automobile industry by relying on information and networking means。In accordance with relevant policies and national standards, formulate and publicly release guidance manuals for vehicle maintenance and vehicle dismantling, etc., promote standardized maintenance of automobile products, and guide scrapped vehicle recycling and dismantling enterprises to implement scrapped vehicle dismantling in a safe, standardized and efficient manner。Through corporate green development reports, industry platforms, corporate websites, etc., regular disclosure of scrap vehicle dismantling support, compliance with harmful substances, scrap vehicles and their key parts recycling service outlets, comprehensive utilization of resources and remanufacturing information。Collect and submit information and data related to the pilot work regularly through the information platform to support the evaluation and assessment of the pilot。


Iii. Organization, implementation and management


(1) Product scope。


The pilot products are automotive products for sale and use in China。


(2) Duration of the pilot program。


The trial period is 2 years。


(3) Declaration conditions。


Automobile production enterprises as the main body to declare。Automobile production enterprises are encouraged to make joint declarations with their associated enterprises in combination with their advantages, or to make joint declarations with scrapped motor vehicle recycling and disassembly enterprises and comprehensive resource utilization enterprises to achieve resource sharing。


  1.Automobile production enterprise。


(1) Must be registered in China, with independent legal personality and obtained the Road Motor Vehicle Manufacturers and Product Announcement of domestic automobile manufacturers, and imported from overseas and sold in China to obtain mandatory product certification of automobile import enterprises;


(2) The management system is sound, green production capacity, sales profitability, etc. in the industry leading level, with strong energy conservation and environmental protection investment ability;


(3) Production and operation in accordance with national and local laws and regulations and standards and specifications, no major safety, environmental protection and other accidents occurred in the past three years;


(4) Have clear work objectives and ideas for the implementation of producer responsibility extension, and ensure the implementation of the program。


2.Scrapped motor vehicle recycling and dismantling enterprises。


(1) Enterprises that have obtained qualification recognition for recycling and dismantling of scrapped motor vehicles and engaged in recycling and dismantling of scrapped motor vehicles;


(2) The management system is sound, the management capacity is at the leading level of the industry, and the level of energy conservation and environmental protection is high;


(3) Production and operation in line with national and local laws and regulations and standards and specifications, in the past three years, no major safety, environmental protection and other accidents occurred。


3.Comprehensive utilization of resources enterprises。


(1) Enterprises engaged in the production and operation of comprehensive utilization of resources, capable of carrying out comprehensive utilization of resources (including remanufacturing), and meeting relevant requirements;


(2) Energy conservation, environmental protection and comprehensive utilization measures meet the requirements of national and local laws, regulations and standards, and no major safety and environmental protection accidents have occurred in the past three years。


(4) Working procedures。


The pilot work is divided into four stages: identification of pilot enterprises, organization and implementation, stage evaluation, acceptance and summary and promotion。


  1.Identify pilot enterprises。


Provinces, autonomous regions, municipalities directly under the central government and cities separately listed in the plan, Xinjiang Production and Construction Corps industry and information technology departments to organize the local declaration work, the central enterprises directly to the Ministry of Industry and Information Technology and a copy of the provincial industry and information technology departments where the enterprises。


The reporting unit shall organize the preparation of the pilot implementation plan of its own enterprise in accordance with the requirements of the Guidelines for the Preparation of the Pilot Implementation Plan for the Extended Producer Responsibility of Automobile Products (see Annex)。The reporting organization unit shall review the pilot implementation plan declared by the enterprise and determine the list of recommendations。Please submit the official document, recommendation list and pilot implementation plan (paper materials in triplicate) to the Ministry of Industry and Information Technology (Department of Energy Conservation and Comprehensive Utilization) before August 31, 2021, and the electronic version to zyzhly@miit.gov.cn。


The Ministry of Industry and Information Technology will work with the Ministry of Science and Technology, the Ministry of Finance and the Ministry of Commerce to organize experts to review the application materials。The declaration enterprises that have passed the review will be publicized on the portal website of the Ministry of Industry and Information Technology, and the list of pilot enterprises will be finalized。


2.Organization and implementation。


Pilot enterprises should conscientiously organize implementation according to the objectives and work contents determined in the pilot implementation plan, clarify the division of tasks, implement target responsibilities, ensure the quality and progress of the pilot work, and do a good job in process management and stage summary。


3.Stage evaluation。


Automobile production enterprises shall report the pilot work to the Ministry of Industry and Information Technology in the middle of the pilot period。The Ministry of Industry and Information Technology, together with the competent departments of science and technology, finance and commerce, will actively guide and supervise enterprises to carry out pilot work。


4.Acceptance and summary promotion。


After the end of the pilot, the Ministry of Industry and Information Technology will work with the Ministry of Science and Technology, the Ministry of Finance, and the Ministry of Commerce to evaluate and accept the pilot enterprises, summarize the successful experience, useful practices and advanced models in a timely manner, and actively promote the whole industry。


Fourth, safeguard measures


1. Strengthen organizational leadership。The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Commerce to establish a policy coordination and linkage mechanism, the provincial industry and information technology departments should strengthen the organization and supervision of the pilot work, and coordinate with the relevant competent departments at the same level to do a good job in the pilot process management and evaluation, to ensure the effectiveness of the pilot。Automobile production enterprises should set up a pilot work leading group, establish an internal management system, clarify the division of responsibilities, and solidly promote the implementation of pilot tasks to ensure that the pilot targets are completed on schedule。


2. Strengthening policy support。Increase the existing policies to support the technology and model innovation of pilot enterprises, actively support pilot enterprises to apply for the qualification of recycling and dismantling of scrapped motor vehicles, pilot projects in line with the national and local supporting preferential policies, can actively apply。Strengthen the support of national science and technology programs (special projects, funds, etc.) to the research and development projects of key common technologies for automobile recycling。Encourage social capital to participate in the recycling of scrapped vehicles through public-private partnerships (PPP), social investment funds, and third-party services。We will make full use of comprehensive financial support measures such as green credit, green bonds and green insurance to increase support。Encourage and guide third-party institutions in the industry to build a public service platform for the extension of producer responsibility for automobile products, promote upstream and downstream collaboration in the industrial chain, and improve the comprehensive utilization level of scrapped automobile resources。


3. Accelerating the development of standards systems。Focusing on the fields of green production, recycling, and information disclosure, we will accelerate the establishment of a supporting standard system for the extension of producer responsibility for automotive products, and give full play to the basic and guiding role of standards。In accordance with the principle of urgent use first, focus on promoting the evaluation of green parts, recycling of scrapped vehicles, fine dismantling, classification and selection of used parts, use and identification of reused parts, reuse of vehicle materials, disposal of dismantled waste, remanufacturing and other standards。Encourage the formulation of national, industrial, local, and group standards, and guide the formation of a market-driven, multi-party participation, and coordinated standardization work pattern。


4. Strengthen publicity and training。Give full play to the role of the media, industry associations, social public welfare organizations, strengthen the publicity of green concepts, improve the market recognition of recycled parts and remanufactured parts, and create a good social atmosphere for the pilot work。Implement the information disclosure system, publish the White Paper on Extending the Responsibility of Producers of Automobile Products in China on an annual basis, publish the progress of the pilot, carry out the evaluation of pilot enterprises, and strengthen the publicity of excellent enterprises, advanced models and experience in the pilot。Establish a training mechanism to improve the technical level and management level of enterprise recycling, disassembly and reuse, and enhance the competitiveness of enterprises。
