      In order to accelerate the construction of an emerging industrial chain of advantages and accelerate the pace of construction of a strong manufacturing province, according to the "Special fund Management Measures for a strong Manufacturing Province in Hunan Province" (Xiangcai Enterprise Reference [2017] No. 70), the relevant matters concerning the declaration of special fund projects for a strong manufacturing province in Hunan Province in 2018 are hereby notified as follows: 

     1. Scope of support 

      We will implement the key tasks of the Made in China 2025 initiative，According to the Five-Year Action Plan of Hunan Province to Implement the "Made in China 2025" and Build a Strong Manufacturing Province (2016-2020) (Hunan Zhengfa (2015) No. 43), Opinions on Accelerating the Development of Emerging Industrial Chain Advantages (Hunan Changfa (2017) No. 37) and the General Office of Hunan Provincial People's Government on Implementing active fiscal policy expansionOpinions on Efficiency Investment to Promote Structural Adjustment and Steady Growth (Hunan Government Office (2016) No. 94)，Focusing on the "1274 Action" and 20 industrial emerging advantageous industrial chains, we will support a number of projects with high technical level, large investment scale, good comprehensive benefits and strong driving capacity。 

      1. Support the accelerated development of key industries。Focus on supporting advanced rail transit equipment, construction machinery, new materials, a new generation of information technology, energy-saving and new energy vehicles and other automobile manufacturing, electric power equipment, biomedicine and high-performance medical equipment, energy conservation and environmental protection, high-end CNC machine tools and robots, Marine engineering equipment and high-tech ships, agricultural machinery and other industrial projects。(Aerospace equipment industry projects are supported through the special military-civilian integration project, and this special project is no longer arranged in principle) 

      2. Support key industrial chains to accelerate strong chain reinforcement。It focuses on supporting advanced rail transit equipment (including maglev), construction machinery, new light alloy materials, new chemical materials, carbon-based materials, display functional materials, advanced ceramic materials, advanced hard materials, advanced energy storage materials and electric vehicles, new energy equipment, IGBT high-power devices, artificial intelligence and sensors, autonomous controllable computers and information security, gene technology and applications, Chinese medicine, air treatment technology and application, prefabricated construction, 3D printing and robots, agricultural machinery and other twenty industrial emerging advantage industry chain projects。 

      3. Support accelerated construction of key public service platforms。It will focus on supporting the development of public service platform projects for manufacturing industry such as R&D design, test and trial production, public testing and inspection, and information services belonging to parks at or above the provincial level。 

      4. Support the promotion and application of key new products and new models。Focus on supporting the first (set) major technical equipment identification and award project, the first batch of key new material products application demonstration award project, intelligent manufacturing demonstration enterprise demonstration workshop award project。 

      5. Implement major decisions。Focus on the implementation of relevant projects that are clearly supported by the provincial Party Committee and the provincial government。

      Ii. Project declaration conditions 

      (1) Major industrial projects 

      1.The project applicant must be legally registered in Hunan Province and have the status of an independent legal person。It has a sound and perfect financial management organization and system, and has a good accounting credit and tax credit。 

      2, the project must comply with the national industrial policy and relevant laws and regulations, the declared industrial enterprises should be above the scale of industrial enterprises。 

      3.Project reporting units that have declared other special funds at the provincial level in 2018 (except for awards) shall not declare projects of free subsidies of this special fund。 

      4.Project application units in 2016 and 2017 for two consecutive years from the provincial economic and Information Commission to obtain financial special funds free subsidies, shall not declare the special funds free subsidies of the project。 

      5. Units with special funds for manufacturing strong provinces (including the original strategic emerging industries and new industrialization special funds, special guidance funds for promoting new industrialization, and special guidance funds for cultivating and developing strategic emerging industries) supporting projects that have not been accepted shall not apply for free subsidies of this special fund。 

      6.The same project shall not apply for repeated support, and projects that have previously received free subsidies from the special financial funds of the Provincial Economic and Information Commission shall not be declared again for free subsidies of this special fund。 

      7, the project construction investment of more than 50 million yuan, intelligent manufacturing, public service platform, Xiangxi Autonomous Prefecture and other areas of the project investment can be appropriately relaxed, but not less than 20 million yuan。 

      8, the project needs to obtain approval or record approval, and the project with environmental impact risk needs to have environmental assessment approval。 

      9. The project must be a project that has been started and is under construction before February 10, 2018, or a project that has been started after February 10, 2017 but completed before February 10, 2018。 

      (2) Award projects 

      1, the first (set) major technical equipment identification and award projects: 

      (1) The project to be declared shall be the first set (set) of products and key components developed, produced and sold by enterprises in this province for the first time from January 2017 to December 2017。 

      (2) In principle, the value of the first set (set) of complete sets of equipment is 2 million yuan and above, the value of each single set is 500,000 yuan and above, and the value of each key component is 200,000 yuan and above;For high-performance agricultural machinery and robots, it can be relaxed to 200,000 yuan and above per unit。 

      2, intelligent manufacturing demonstration enterprise demonstration workshop: 

      Enterprises and workshops in line with the "Hunan Province Intelligent Manufacturing Demonstration Enterprises and demonstration workshops Identification Management Measures" ((Xiangjingxin Equipment (2016) No. 418)。 

      3. The first batch of application demonstration awards for key new material products: 

      (1) The declared products shall be the first batch of sub-key new material products developed, produced and sold by new material enterprises in the province for the first time from January 2016 to December 2017。 

      (b) Led by the new material production enterprise, joint application enterprise declaration。 

      (3) The production enterprise should be an enterprise identified by the New Material Enterprise of Hunan Province, and the application enterprise should be the first enterprise to use the key new material products in bulk in the province。 

      (4) The first batch of sales should reach 500,000 yuan。 

      (5) Other conditions are detailed in the Implementation Rules for the First Batch of Application Demonstration Awards for Key New Material Products in Hunan Province.。 

      3. Declaration procedures 

      1. The project of the provincial unit shall be reviewed and summarized by the provincial competent department and recommended to the Provincial Economic and Information Commission and the provincial Department of Finance。 

      2, the city and state project (excluding the provincial finance directly administered by the county and city) by the city and state economy and finance department preliminary review summary and report to the city and state in charge of the deputy city (state) head of the approval, joint to the provincial economy and information Commission, the provincial Department of finance recommended to declare。 

      3. The projects directly administered by provincial finance in counties and cities shall be reviewed and summarized by the county and city economy and information technology and finance departments and reported to the deputy mayor of the county and city for approval, and jointly recommended to the Provincial Economy and Information Technology Commission and the provincial finance Department, and copied to the city and state economy and information technology and finance departments。 

      4, the central unit in Hunan in accordance with the principle of territorial management, through the project of the city, state or provincial financial directly under the county economic information, financial departments recommended to declare。 

      5, qualified "Hunan Manufacturing strong Province construction key projects" should be recommended first。 

      4. Declaration methods and requirements 

      1. Project unit declaration requirements。The declaration of major industrial projects do not accept the paper materials of project units (the first set of major technical equipment identification, Hunan Province intelligent manufacturing demonstration enterprise demonstration workshop project unit paper declaration materials in four copies to the provincial Economic and Information Technology Commission equipment industry Department, key new material products first application demonstration project unit paper declaration materials in two copies to the provincial Economic and Information Technology Commission raw material industry Department)。The project applicant shall prepare the project application report (requirements of various project application reports refer to Annex 5-1, 5-2, 5-3, 5-4 respectively), and pass the "Hunan Manufacturing Strong Province Construction Project Database Management System" (http://61.187.56.42:8080/zzqs/login.xhtml) and Hunan Finance Enterprise Project Fund Management System (http://220.168.30.70:28889) Fill in the project information and submit the project application report online, and the provincial competent department and the city, state and provincial finance directly manage the county online review。 

      2. Project recommendation unit requirements。The provincial competent department, the city, state and provincial finance directly under the county and city economy and information, financial departments shall review the authenticity and legitimacy of the project and project declaration materials, and recommend the application to the provincial Economy and Information Commission and the provincial Department of Finance。The provincial competent department，City, state and provincial finance directly under the county, city and financial departments must submit special fund application documents and "Hunan Manufacturing Strong Province Special Project Summary Table"，Paper documents in 4 copies，Three copies were reported to the Investment planning Department of the Provincial Economic and Information Commission，1 copy of Enterprise Division, Provincial Department of Finance (the project summary form should be submitted electronically at the same time)。 

      3. Deadline for application: The deadline for online materials and paper documents to be submitted to the Provincial Economic and Information Commission and the Provincial Department of Finance is February 10, 2018。
