In order to accelerate the implementation of the innovation-led development strategy, establish a technology innovation system with enterprises as the main body, and enhance the ability of R&D of core key technologies, technology system integration and engineering verification, it is planned to add a number of provincial enterprise technology centers and engineering research centers。The relevant matters are hereby notified as follows:

1. Provincial Enterprise Technology Center

1. Declaration conditions

(1) The enterprise has significant development advantages and competitive advantages in the same industry in the province, and has industry-leading technological innovation capabilities and levels;

(2) The enterprise has a good technological innovation mechanism, has established a relatively perfect achievement transformation mechanism, has a sound organizational system of the enterprise technology center, and has significant innovation efficiency and benefits;

(3) there is a high intensity of research and development investment, and the annual research and experimental development expenditure is not less than 5 million yuan;It has technical leaders with high technical level and rich practical experience, and the number of full-time research and test development personnel is not less than 50;

(4) It has relatively perfect research, development and test conditions, and the original value of technical development instruments and equipment is not less than 10 million yuan;Have a good accumulation of technology, attach importance to the development of cutting-edge technology, and have the ability to carry out high-level technological innovation activities;

(5) Other conditions required in "Hunan Province Enterprise Technology Center Identification Management Measures" (Xiangfa Reform High-tech (2017) No. 287)。

2. Application materials

The applicant shall prepare the Application Report of Hunan Enterprise Technology Center (Annex 1) and Evaluation Materials of Hunan Enterprise Technology Center (Annex 2) in accordance with the relevant requirements of the Management Measures for the Identification of Hunan Enterprise Technology Center (Xiangfa Reform High-tech (2017) No. 287), and provide relevant certification materials。The application materials shall be stamped with the official seal of the application enterprise, attached with the authenticity commitment letter (Annex 3), and attached with the electronic version。Binding order is authenticity commitment letter, application report, evaluation materials, attachments and certification materials。

3. Declare quantity and time

Please review the application materials and recommend the best ones, of which no more than 10 are reported by Changsha;No more than 5 in Zhuzhou and Xiangtan;No more than 2 other cities and states。Before September 20, the application materials that have passed the examination (in two copies with electronic versions) will be officially submitted to our committee。

2. Provincial Engineering Research Center

1. Declaration conditions

(1) Focus on supporting the construction of engineering research centers in the fields of high-end equipment, new materials, biology, new generation information technology, green and low-carbon, digital creativity, as defined in the "13th Five-Year Plan for the Development of Strategic Emerging Industries in Hunan Province" (Hunan Development and Reform High-tech (2017) No. 74);

(2) The applicant should be engaged in research and development in related fields for a long time, have the experience of hosting national and provincial key scientific research projects, have a good foundation for industry-university-research cooperation, have a strong comparative advantage in this field, and a solid foundation for engineering technology development and achievement transformation;

(3) The applicant has a number of major scientific and technological achievements that are leading in the industry, pending engineering development, with independent intellectual property rights and good market prospects;

(4) The applicant has advanced research and development test facilities in the field, as well as the equipment needed for the engineering of scientific research results, can provide necessary supporting support for the construction and operation of the engineering research center, and has substantial investment in capital, assets, technology and talents;

(5) The management team and technical leaders have strong market awareness and management ability to transform scientific and technological achievements。In this field, there is a technical innovation team with reasonable structure and high quality of engineering research and development and transformation.

(6) The engineering research center has clear positioning, clear development ideas, reasonable tasks and objectives, and standardized management system and operation mechanism;

(7) The applicant shall jointly establish an engineering research center with superior scientific research units in the field or enterprises with comparative advantages in the field, encourage cross-regional and cross-industry formation forms, and encourage the introduction of first-class technology and management talents from outside the province。

2. Application materials

The applicant shall, in accordance with the relevant requirements of the "Interim Measures for the Management of Hunan Engineering Research Center" (Hunan Fa Reform High-tech [2006] No. 472), prepare the "Establishment Plan of Hunan Engineering Research Center" (Annex 4), and provide relevant certification materials。The application materials shall be stamped with the official seal of the applicant, attached with the authenticity commitment letter (Annex 3), and attached with the electronic version。Binding order is the authenticity commitment letter, construction plan, accessories and certification materials。

3. Declare quantity and time

Please carefully review the establishment plan, implement the relevant conditions as required, and submit the application materials (in duplicate with electronic version) to our committee before September 20。Changsha can report 10 project formation plans, Zhuzhou and Xiangtan can report 5 project formation plans, and other cities (states) can report 2 project formation plans。
