Ministry of Industry and Information Technology Regulation Letter (2018) No. 280

The competent departments of Industry and Information Technology Department of the Xinjiang Production and Construction Corps of provinces, autonomous regions, municipalities directly under the Central Government and cities separately designated under the plan, subordinate units, subordinate colleges and universities, and relevant central enterprises and trade associations:

In order to speed up the improvement of the industrial technology basic system, enhance the industrial basic capacity, ensure industrial innovation and development and industry quality improvement, the Ministry of Industry and Information Technology decided to organize the 2018 industrial technology basic public service capacity improvement and industry quality common technology promotion project application。The relevant matters are hereby notified as follows:

First, basic principles

(1) Overall progress and breakthroughs in key areas。We will focus on key areas and key links that are needed for economic and social development and that are difficult for the market to play an effective role in, and promote breakthroughs in key areas。

(2) Innovative models, fairness and fairness。We will make innovations in organizational and management models, and improve transparency by making government affairs public, tendering and bidding, and online publicity。We will uphold fairness and fairness and treat all types of enterprises equally。

3. Coordinate and strengthen supervision。Clarify the organizational and promotion responsibilities of the competent departments at all levels, third-party institutions and project bearers。We will strengthen in-process and post-event oversight to ensure that expected results are achieved。

2. Key tasks

Focusing on the key areas of industry and information technology, it mainly supports a total of 14 key tasks in two directions: the improvement of industrial technology basic public service ability and the promotion of common technology of industry quality (see Annex 1 for details).。

(1) Improving the capacity of public services based on industrial technology

Focus on key areas of manufacturing，Provide basic support services for industrial technology，Solve the problem of insufficient service capacity and single service mode of industry test and verification，Through the formulation of test and measurement methods and technical specifications, the establishment of test and test results analysis data system, to provide efficient and professional services for enterprises，We will improve our ability to provide public services based on industrial technology。

(B) industry quality common technology promotion and application

The Central Committee of the Communist Party of China and The State Council on carrying out quality improvement actions, the Special Action Guide to Promote the quality brand improvement of Equipment Manufacturing Industry and the annual center work of our Ministry，It mainly supports the solution of non-competitive common quality problems in the raw material and equipment manufacturing industry, the improvement of key quality characteristics such as reliability, testing and evaluation, standard formulation, and application promotion。

3. Relevant requirements

(1) Conditions for declaration

1.The applicant unit (including all members) shall be registered in the People's Republic of China, have the status of an independent legal person, have good operating and financial status, and be honest and law-abiding。

2.Research and development, pilot demonstration and capital construction projects do not belong to the scope of this fund。Projects that have obtained central financial support through other channels shall not be eligible for application。

3.Has undertaken industrial transformation and upgrading industrial technology basic public service capacity construction projects, industrial transformation and upgrading industry quality common technology promotion projects have not passed the acceptance, shall not be used as the lead unit。

4.The implementation period of the project shall not exceed 2 years。

5.Joint bid is accepted for this project。

(2) On the way of organization

1.The selection shall be organized by bidding, and the bidding agency shall publish the bidding announcement on the website of China Tendering and Bidding Public Service Platform, China Purchasing and Bidding website, official website of China Electronics Import and Export Co., LTD., and household network of industry and information technology Department。All provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the plan are invited to participate in the bidding, as well as the industrial and informatization departments of Xinjiang Production and Construction Corps (hereinafter referred to as the provincial industrial and informatization departments) and central enterprises (groups and headquarters)。

2. The bidder shall attach in the bid document the basic information table of the project which is recommended and stamped by the provincial industrial and information technology authority or the central enterprise (group, headquarters) where the project is located (see Annex 2).。National industry associations can be recommended through the relevant departments of the Ministry of Industry and Information Technology。Subordinate units and subordinate colleges and universities may directly participate in the bidding without recommendation。

(3) On subsidy standards

In principle, the project subsidy standard shall not exceed 30% of the total project investment, and the amount of funds subsidy for a single project shall not exceed 3 million yuan and the total project investment shall not be less than 10 million yuan。The requirements for project management and the use of funds shall be implemented in accordance with the Measures for the Management of Funds for Industrial Transformation and Upgrading (Caijian [2016] No. 844) and other documents。

4. On priority support

For advantageous enterprises in the national new industrialization industrial demonstration base, and projects in the cities (states) with obvious industrial growth and transformation and upgrading results in 2017, priority will be given under the same conditions。

4. Declaration method and time requirements
Provincial industry and information technology authorities, central enterprises (groups, headquarters) after the application of the project review, please submit to the Ministry of Industry and Information Technology before September 4, stamped with the official seal of the recommended unit of the recommendation document in triplicate (must be attached to the project summary table (Annex 3) and electronic disc)。Subordinate units and subordinate colleges and universities shall submit application documents directly to the Ministry of Industry and Information Technology as required。
